Every legislative session in the Texas House, outstanding conservative bills are filed. The problem is the vast majority of these bills are left to die in committee, held captive by committee chairs who won’t allow good bills to go through the entirety of the legislative process.
Calendars Committee Chair: Dustin Burrows (R-Lubbock)
The Calendars Committee is one of the most common places the Texas House kills strong conservative bills. Placing them at the end of the voting calendar, leaving almost no possible way for these bills to come up for a vote due to so many bills being placed at early dates.
Bills killed by the Calendars Committee include but not limited to:
- SB 163 – Requiring parental consent for a child to take sex-ed in public schools
- SB 1584 – Blood donation protection bill
- SB 1446 – ESG ban on state pensions
- SB 1060 – Insurance companies can’t enact shareholder policies that push
leftist policies - SB 595 – Parental consent for mental health screenings
- SB 177 – Bans COVID vaccine mandates
- SB 1807 – Establishes Penalties for local governments creating voting laws.
- SB 910 – Elections Transparency Act
- SB 2208 – Empowers the Attorney General to prosecute voter fraud.
- HB 888 – Extends the time an individual can sue doctors that transitioned them.
State Affairs Committee Chair: Todd Hunter (R-Corpus Christi)
Todd Hunter is known in Texas politics for holding conservative bills captive and killing them in committee.
These bills include but are not limited to:
- SB 147 – Bans Chinese nationals from buying Texas land.
- HB 4783 – Add the word sovereign to the Texas Pledge
- SB 389 – Medical Board Transparency Act
- HB 5153 – Prevents the federal government from enforcing federal
gun control laws. - SB 175 – Taxpayer lobbying ban.
Elections Committee Chair- Reggie Smith (R – Van Alstyne)
Even though the Republican Party of Texas put election integrity as a top priority, Reggie Smith killed multiple election integrity bills. As a result Texas elections remain vulnerable.
Reggie Smith killed:
- SB 1938 – Gives more tools to the Secretary of State to prosecute countries that violate Texas laws.
- SB 1911 – Makes it mandatory to sufficiently supply voting precincts.
- SB 397 – Requiring early voting tapes to be printed.
- SB 260 – Cleaned inactive voters from voter rolls.
- SB 1600 – Requiring proof of citizenship to be able to vote in Texas.
Public Health Committee Chair- Stephanie Klick (R – North Richland Hills)
Stephanie Klick, the Chair of the Public Health Committee, killed the ‘gender modification ban’ during the 87th legislative session. Sadly, Speaker Phelan made her the Chair again despite her anti-family stances. As a result, the very next session she continued to kill conservative bills.
Stephanie Klick killed:
- SB 666 – Deweaponize the Texas Medical Board.
- SB 301 – Right to Treat bill.
- SB 162 – Your birth sex has to be on an individual’s birth certificate
and cant be changed. - SB 265 – Makes it mandatory for doctors to report vaccine injuries.
The common thread through these committees is that each committee Chair is appointed by the Speaker of the Texas House, Dade Phelan.
Many prominent conservative figures within Texas politics, such as Luke Macias, host of The Luke Macias Show have criticized Speaker Phelan’s Committee Chair choices. Accusing Phelan of setting up committees for the purpose of killing conservative legislation.
